Deployment Surface

This is the first meaningful deployable Fulcrum shell. The preview index renders diagnostic and reference surfaces, account setup resolves the signed-in user against EpochIntel, and Vector plus Shield now have customer-facing governed workflows backed by persisted runtime evidence.
